We have a viessmann 111 and we was expecting faster hot water flow. I looked at the PRV it is set to 2 bar, the boiler has a 46l storage tank, so will this PRV set to 2 bar affect the hot water flow rate to the taps.

Can the PRV be set higher than 2 bar ?

Do you know your mains pressure and flow rate ?
 
Prv can be set higher and tbh with 5 bar incoming sounds like you need the main reducing as well

Just by not opening the stop tap fully?

no by getting another pressure reducing valve fitted / if your capable of doing it yourself

3-3.5 bar is more than good enough
